This kekkai genkai lets the user manipulate water to any shape and create ice by combining water and wind.

When the user manipulates water, they have to contort their hand to make the water move, and the particles react with the user’s chakra. This is why water that the user has never used before would be harder to control when compared to a small water bottle they may carry that they use all the time.

When the user decides to use ice, it has to be a fixed shape like a kunai or an ice mirror. The user’s chakra saps up the energy of the particles and therefore makes them solid. This is why the user will find it more difficult to move the water than make ice.
